    The decision was taken under article 11(3) of Law 87(I)/2017, on the ground that his influence as ultimate beneficial owner was prejudicial to the sound and prudent management of the firm. The Cyprus licence itself, 372/18, remains active — this is the regulator acting on who controls the company rather than on whether it may trade.

What the Enforcement Directorate says

On 17 October 2025 India’s Directorate of Enforcement published a press release. It is short, it is specific, and it is worth reading in the agency’s own words rather than anyone’s summary of them.

The ED says OctaFX "systematically duped Indian investors of approximately Rs. 1,875 Crore between July 2022 and April 2023, generating profits of around Rs. 800 Crore", that across 2019 to 2024 total profits from India are "estimated to exceed Rs. 5,000 Crore", and that the platform operated "without RBI permission". On how: "OctaFX manipulated trading operations, using falsified candlestick charts and deliberate slippage, ensuring consistent investor losses." And on the early payouts: "The initial investors received small profits to build trust, as is generally seen in a typical Ponzi scheme" 2.

The structure the ED describes is the reason this site exists. It says the group "operated through a distributed global network designed to evade regulatory scrutiny and layer illicit funds across jurisdictions": marketing run from the British Virgin Islands, servers and back office in Spain, payment gateways in Estonia, technical support in Georgia, Dubai overseeing Indian operations through Russian promoters, Singapore used to export bogus services — and "entity in Cyprus served as the holding company for the Indian entity" 2. The regulated company was part of the map, not separate from it.

The agency has attached over ₹2,681 crore of assets including 19 properties and a yacht, plus ₹2,385 crore of cryptocurrency, and says Pavel Prozorov was arrested in Spain by Spanish police 2.

Now the part that matters as much: **none of this has been decided**. A prosecution complaint has been filed and the PMLA Special Court has taken cognisance of it, which is the beginning of a case. An attachment is provisional. An arrest is not a conviction. This page labels every line of it as alleged, and will say so until something decides otherwise.

And what Cyprus did about it

A regulator has already acted, and that part is decided rather than alleged. At its meeting of 25 August 2025 CySEC suspended the voting rights attached to the shares in Octa Markets Cyprus Ltd held by Pavel Prozorov — 95% of the company — and prohibited him from exercising management duties on its board, under article 11(3) of Law 87(I)/2017, having found his influence as ultimate beneficial owner prejudicial to the sound and prudent management of the firm 4.

Read that precisely, because it is narrower and stranger than a headline suggests. CySEC did not suspend the licence. Octa Markets Cyprus Ltd is on the register today, authorised since 10 December 2018 under 372/18, trading as Octa, with 14 approved domains and passporting rights into 28 member states — we read that entry ourselves 1. What the regulator did was remove the owner’s ability to control it. The firm keeps trading; the man behind it may not direct it.

For a European client that is the best available outcome and still an uncomfortable one. For everyone else it is close to irrelevant, because everyone else is not a client of the Cyprus company.

Where everyone else signs, and why it now reads differently

Octa Markets Incorporated in St Vincent and the Grenadines takes every client the licensed European entity does not. This page used to describe it as registered under the St Vincent FSA, which gave it the look of a light-touch licence. It is not a licence of any kind.

St Vincent’s Financial Services Authority and its Financial Intelligence Unit say so jointly, in an advisory they publish themselves: "there is no regulation in place for Foreign Exchange (Forex) Trading and Cryptocurrency offerings in St. Vincent and the Grenadines. Furthermore, no Forex Trading or Cryptocurrency licenses are issued in St. Vincent and the Grenadines" 3. The number in the entity map, 19776 IBC 2011, is a company registration. There is no conduct rulebook behind it and nobody to complain to.

That correction has been applied to every St Vincent company in this directory, not just this one. It costs LiteFinance three quarters of a point, because a jurisdiction that issues no licence cannot be scored as a weak regulator; it has to be scored as none.

The brand moved, and the old address is gone

OctaFX renamed itself Octa in September 2023. That is ordinary enough. What is not ordinary is that octafx.com — the address this site carried, and the one on a decade of reviews, bonus pages and IPL sponsorship — now answers HTTP 410 Gone. Not a redirect to the new brand. Gone, deliberately, which is what 410 means.

The European business runs on domains CySEC has approved, among them octamarkets.eu and octa.trading, and those answer 451 to a request from outside the EU, which is a legal geo-block working as intended 1. The global business is at octabroker.com. A reader following an old link, or an old review, arrives nowhere.

We have corrected the address on this record. It is worth knowing that most pages about this broker still point at a domain that has been switched off, and that they were written before any of the above happened.

What we are not saying

We are not saying Octa is a fraud. An agency has alleged it, a court has agreed to hear the allegation, and that is where it stands. Firms are prosecuted and acquitted.

We are also not going to pretend the ranking handles this. Octa sits fifth of ten on this site because the score reads licences, published costs, payment terms, platforms and disclosures, and there is no component in it for a live money-laundering prosecution. That is a gap in the model, stated here and on the page rather than patched with a penalty nobody could see — the published weights are the only thing that makes the number worth anything.

If you are weighing this broker: the European entity is supervised and its owner has been removed from its controls. Every other client in the world is with a company that no financial regulator licenses, run by the same group, while that case runs.
